Common-law courts at Central American prices
Belize inherited English common law at independence and kept the parts that matter for hosting: precedent-based courts, an independent judiciary, and a contempt regime that keeps extrajudicial pressure out. Its Copyright Act mirrors Commonwealth models, but enforcement runs through Belizean courts under Belizean procedure — and that is precisely the point.
The structural protection sits in the treaties. Belize's mutual legal assistance arrangements with the United States and United Kingdom cover criminal matters — and civil copyright claims are not criminal matters. A US rights-holder cannot route a demand through an MLAT, cannot obtain a judgment that self-executes in Belize, and must instead sue fresh before the Supreme Court of Belize in Belize City. That journey is long, expensive, and almost never made; in five years of operation we have never seen it completed.
Belize is also the cheapest Caribbean egress we sell: the ARCOS-1 ring lands capacity at a fraction of Miami prices, and local power and labor keep facility costs down. Mutual legal assistance treaties are channels between governments for criminal matters — fraud, narcotics, serious crime. Civil copyright claims are not criminal, so there is no channel: a US or UK rights-holder cannot use an MLAT, cannot register a foreign judgment, and must sue again from zero before the Supreme Court of Belize. That re-litigation is expensive enough that, in practice, it never happens for hosting complaints.
Belizean courts enforce Belizean law through Belizean process — including copyright, when a local rights-holder with standing brings a proper case. What does not happen is enforcement of foreign claims at foreign initiative. A DMCA notice has no more force in Belize City than a parking ticket from another country: the correct response is a polite pointer to the correct jurisdiction.
