Ukrainian hosting earned its reputation the hard way: two decades of Western rights-holders sending notices and receiving, in effect, silence. Kyiv modernized its copyright statutes under EU-accession pressure, yet enforcement of foreign civil claims remains close to nonexistent in practice. Notices without a Ukrainian court order are answered — if at all — with a pointer to the correct jurisdiction.

In practice, yes — the DMCA is US law with no standing in Ukraine, and there is no local notice-and-takedown pipeline for foreign civil claims. We act only on orders of Ukrainian courts.
