Seychelles runs the densest IBC registry in the world — well over two hundred thousand international business companies for a population of under a hundred thousand. That economy taught its legal system a durable reflex: claims from abroad are someone else's paperwork until a Seychellois court says otherwise.

The Seychelles Copyright Act exists on paper, as does membership in the major IP conventions. What does not exist is enforcement against foreign claimants: there is no notice-and-takedown regime, no administrative IP body with takedown powers, and no record of courts granting ex parte orders against hosting providers on civil copyright grounds. Automated DMCA notices arrive by the thousand and are, legally, void — US law, wrong country, wrong procedure, wrong everything.

Geography adds a second moat: 1,500 kilometres from the nearest landmass, cabled via the PEACE and SEAS submarine systems through Mauritius. Claims that do reach Victoria arrive by email, are logged, and are answered only when accompanied by an order of the Supreme Court of Seychelles. No. The DMCA is United States federal law; Seychelles has no equivalent notice-and-takedown statute, and its courts do not enforce foreign civil claims without a local action. A notice sent to our Victoria abuse desk is logged and answered only if it arrives with an order of the Supreme Court of Seychelles. None ever has.

We do not relay foreign civil notices to customers — that is the point of the jurisdiction. If a complaint ever arrived with genuine Seychellois legal process behind it, we would act on the order, and only then.
