Moscow exists in our lineup for one reason: it is the only major jurisdiction where Western takedown infrastructure has literally zero traction. Roskomnadzor's enforcement machinery is aimed at domestic political content, not foreign copyright complaints — a DMCA notice, a German injunction or a US civil subpoena lands in Moscow with the legal weight of junk mail. For workloads whose adversaries are Western rights-holders or US civil plaintiffs, this is the farthest point on our map.

The same asymmetry that blocks Western process also means Russian law governs what can be hosted: local rules on political content and adult material apply in this location, and our AUP reflects them. And the second honest caveat, in the other direction: if your adversary is the Russian state, do not host here. This jurisdiction shields you from Western claims — never from domestic ones.
