Bulgaria joined the EU in 2007 and ever since has hosted a disproportionate share of the continent's grey-zone infrastructure — not because its statutes differ wildly from Berlin's, but because enforcement practice does. Foreign civil complaints, and DMCA notices above all, are treated with the energy they merit in a court system busy with real cases: close to none. The notices get logged, the servers stay up.
What Bulgaria adds that classic offshore jurisdictions cannot is infrastructure. Sofia is one of Europe's great crossroads: dense peering at BIX.BG and NetIX, cheap transit on every major backbone, and power and labor costs that make it the least expensive bandwidth in the European Union. Bulgaria, answered
Not in the legal-immunity sense, and we do not pretend otherwise. Bulgaria honors valid Bulgarian and EU court orders. What makes it "offshore-adjacent" is practice: two decades of minimal response to foreign civil copyright complaints, no domestic DMCA-style conveyor, and the cheapest bandwidth in the bloc. It is the middle path — EU infrastructure, relaxed practice, honest limits.
A DMCA notice by itself gets logged and answered with the same one-line reply we use everywhere: valid court order from the hosting jurisdiction or nothing. In Bulgaria the notice would additionally need to survive translation into Bulgarian procedure and a local court's patience. In practice, the overwhelming majority of automated notices die at intake here, as they do everywhere we operate.
