Panama VPS. No retention. No alliances.
The classic offshore jurisdiction, 28 milliseconds from Miami. No data-retention law binds hosting providers, no intelligence alliance reaches it, and copyright enforcement is a local, civil, slow affair. No KYC, crypto-only, root in 55 seconds.

Offshore in the original sense of the word
Panama legislated its way out of the surveillance economy. Law 51 of 2008 — the statute that governs electronic commerce and documents — created no data-retention obligation for hosting providers, and no later law added one. There is simply no statute a complainant can point at to demand records, and we keep none regardless.
Panama belongs to no intelligence-sharing arrangement — no 5/9/14-eyes, no EU adequacy strings, no mutual-assistance fast lane for copyright complaints. Copyright enforcement there is a civil matter that moves at civil speed: a complainant must sue in Panama, in Spanish, before a Panamanian judge. Automated takedown mills do not file Panamanian lawsuits.
The surprise is the latency. With dual uplinks landing on the ARCOS-1 and PAC cable systems, Miami is 28 ms away and New York 57 ms. For US-facing projects this is the sweet spot: genuine legal distance without a latency penalty your users can feel.
Legal highlights
- No data-retention law applicable to hosting providers — none in Law 51/2008, none added since.
- Outside 5/9/14-eyes and every equivalent intelligence-sharing arrangement.
- Copyright is local, civil and slow — no notice-and-takedown pipeline exists to plug into.
- DMCA has no standing. A valid Panamanian court order is the only instrument we act on.
- Closest offshore rack to the US — 28 ms to Miami, 57 ms to New York.

Who should pick Panama
- US-facing projects that want real legal distance while keeping East-Coast latency under 60 ms.
- Crypto and web3 services tired of US-jurisdiction servers — offshore in the classic sense, at standard pricing.
- Anyone serving the Americas — North and South — from one rack: 57 ms to New York, 88 ms to São Paulo.

Panama, answered
None that bind hosting providers. Law 51 of 2008 created Panama's e-commerce framework without retention mandates, and nothing later added one. We keep no activity or connection logs anywhere — but in Panama there is not even a statute a complainant could point at to demand them.
It is our closest offshore rack to the US: about 28 ms to Miami and 57 ms to New York on the ARCOS-1 cable system. That is genuine legal distance with latency your users cannot feel — the reason Panama has been the classic offshore answer for decades.
Dual 10 Gbps uplinks via Arelion and Cogent through Miami, landing on ARCOS-1 and PAC. Almost all Latin American international traffic hairpins through Miami regardless of provider — ours simply starts 28 ms closer to it.
